without compensation whereas any other officer in

the same position asy expect compensation does not appear equitable. Your Lordaháp's attention is

drawn in this connection to paragraph 7 of this

petition.

I beg to draw attention to the frequency

of late of cases in which a local Cadet officer has

been called upon to fill a plurality of poste. For

example kr. H. L. Baith, Cadet, lately filled for a

period of twelve weeks the two posts of Head of the

Sanitary Department and Postmaster General, and along

with these for a period of three days the post of

Kowloon Hagistrate. Mr. B. H. 12liams, Gadet, for

some months in 1928 acted as Second Assistant to the

Becretary for Chinese Affairs and Assistant District

Officer New Territories, each of which posta now

oompies the full size of an officer.

The prospect of being required on the ground

that one is a cadet to fill two full time posts in a

necessarily inefficient manner is disquieting. To be

called upon to make this difficult affort without

compensation of any kind appears to give ground for

dissatisfaction.

7. Both of the officers referred to in paragraph 6 have been granted aoting pay under 0.0. 93. It s

contended that there is no effective distinction

between their case and the case which forms

subject of this petition.
